Indiana Man Could Face Big Fines, Jail Time for Aiming Gun at Truck Driver

Suspect accused of pointing weapon at driver in a road rage incident on I-43.

An Indiana man is facing fines of up to $21,000 and just more two years in jail after being charged Friday for wielding a gun in a road rage incident that left a semi-truck driver in fear for his life. Mark I. Manning, 47 of Columbus, IN, was arrested Tuesday evening after the truck driver called 911 to report that Manning had aimed a gun at his vehicle while the two were driving on Interstate 43. According to criminal complaint filed in Milwaukee County Circuit Court: The truck driver told police a man had cut him off and applied his brakes. The truck driver turned on his bright lights in response, and that's when Manning pulled out a handgun, aiming it behind him at the truck driver. As Wisconsin becomes the 49th state to allow the concealed carry of weapons, local police adjust and businesses make tough decisions.

It’s a tough choice business owners are facing — post a sign on the front door that says “No Weapons” and be liable if someone is injured, or wonder who's packing a pistol as they make a purchase. Wisconsin’s new concealed carry law went into effect Tuesday and local business owners are weighing the pros and cons of allowing weapons in their stores. The law allows armed citizens to hit the streets, parks and businesses, unless there’s a sign posted that bans weapons. Whether the business is a kid-friendly establishment like Art Trooper, a bar and restaurant like Calderone Club, or a larger chain of coffee houses like Stone Creek Coffee, everyone is weighing their options carefully. Bayside Board Votes to Ban Weapons

Kid-designed speed reduction signs, annual fees for home alarms and new businesses also approved.

You can take your guns to town, but don't plan on bringing them to Village Hall, the Police Department, North Shore Fire Department or any other municipal buildings in Bayside. The concealed carry legislation signed into law in July by Gov. Scott Walker allows the concealed carry of firearms, Tasers and other weapons as of Nov. 1.  The law expressly prohibits an individual from carrying a concealed weapon into a police department or a courtroom while court is in session. Otherwise, carrying a concealed weapon into any other facility is permitted, unless otherwise posted. State Answers Concealed Carry Law Questions

State Attorney General J.B. Van Hollen posted concealed carry law questions and answers on the state web site.

Saying the concealed carry law has raised significant questions under review, state Attorney General J.B. Van Hollen today answered frequently asked questions on his state web site. The 49-page resource is available on the state Department of Justice web site here. There is a link on the DOJ's home page from a box titled "Concealed Carry Law." Under the law signed last month by Gov. Scott Walker, citizens who obtain a proper permit and undergo training will be able to carry concealed weapons starting Nov. 1, with some exceptions. Businesses can prohibit concealed carry by posting proper signs. “People wishing to take advantage of the new law are entitled to timely, accurate and helpful information," Van Hollen said in a press release. Wisconsin joins 48 other states by allowing concealed carry of weapons come November, a law some believe is just the first move closer to granting Second Amendment rights.

Effective in November, Wisconsin will become the 49th state to allow the concealed carry of handguns. The issue of concealed carry has a number of policy arguments on both sides, as well as statistics that have been used both for and against allowing concealed carry. However, despite the policy arguments, the new law only begins to bring Wisconsin in line with citizens' rights under the Second Amendment to the Constitution. For starters, everyone recognizes that firearms are both dangerous and sometimes necessary. The balance has been difficult to establish throughout our history. Walking past a man putting groceries in his car, you see as he leans forward that the butt of a 9mm handgun is sticking out of his jacket. Do you call the police? Maybe not. The Senate Judiciary Committee passed a version of the concealed carry bill Wednesday that allows those over the age of 21 to carry concealed weapons without any training or permits.
